The territory of Canegrate is typical of the contexts developed north of Milan. With no separation from the built-up areas of its neighbouring towns, the centre of Canegrate is no more than the small historical centre on the main north-south highway. The town as a whole is defined by the growth of the last thirty years, devoid of careful planning and developed through constant, small-scale additions with the creation of plans of implementation and individual property units. At the same time, while lacking an important industrial fabric of any great size, the municipal territory is crossed by flows of heavy vehicles from neighbouring towns. The only decidedly positive aspect as regards mobility is the presence of the railway line connecting the town with the rest of the metropolitan area and Milan as well as the plans now under way to strengthen and reorganize the rail system. The traffic plan had first of all to examine, analyze and understand the nature of the municipal and neighbouring territory. As in every other plan drawn up over these years, a broader horizon was adopted, using this as an opportunity to drawn up an instrument with a strong territorial and therefore not only specialized character capable of putting forward solutions to a precise problem through a proposal for regional planning of greater breadth. The resulting plan fully grasps the nature of the territory. The growth of past years has resulted in a dense territory, albeit of low-density construction, served by a limited, inadequate, non-hierarchical network devoid of urban episodes or efficient services for the built-up areas.
The plan identifies the different parts of the territory to isolate the parts that can only be separated from the territorial network, which must be provided with a bypass system on the outskirts of the town. This focus on the existing structures makes it possible to redevelop the historical centre in the design of spaces and micro-systems of relations. The existing and consolidated fabric generated by the zoning plans of previous years is regarded as an area to be protected through the creation of woonerfs and environmental islands with access and use restricted exclusively to residents. A bypass system is designed for heavy traffic and circulation in the centre of the town is reorganized. The result pursued by the plan is overall reorganization of the road system and above all general territorial restructuring capable of generating new spaces for relations, new opportunities for quality and an urban system superior to the existing one. Since the plan cannot be put into effect all at once, a system of guidelines and tools is defined covering point by point all the solutions to be adopted in order to redesign the road system in territorial terms with a view to increasing local technical knowledge and ensuring implementation of the plan in sections by the public and private sectors.
