Project Description

Located on the outskirts of Florence on the way to Pistoia, the Piagge district consists mainly of large public housing complexes with structures and services for commerce and small businesses. The area is characterized by a rigid framework of hydrological and geological constraints and problems connected with underground pollution due to the presence of unsupervised rubbish dumps. The composite cross-section of the population resident in the district has made demands over the years for a marked increase in public space and incentives to foster the participation of private concerns in the process of urban redevelopment.The Florence city council ordered a feasibility study for the planning, creation and management of redevelopment operations in the district. The Guiding Project for Redevelopment of the Piagge District, drawn up by the architect Giancarlo De Carlo, the Strategic Plan of the Florentine Metropolitan Area and the Structural Plan of the City of Florence constitute the organic frame of reference for the feasibility study.The study focused on implementation of the provisions of the Guiding Project and the identification of innovative and experimental models of intervention capable of joining the various levels of the planning now under way.

The Guiding Project envisages both “rationalization operations” for the district and “target operations” for the city of Florence as a whole. The two types of operation are characterized by very different levels of complexity and feasibility, which the study interpreted and measured. The cornerstones of the Guiding Project are reinforcement of the transversal systems that connect the residential area with the banks of the river Arno, the creation of a longitudinal system of vehicular connection parallel to the river and to the Pistoiese highway, and gathering the free areas together in one large urban park. The study interprets this system of proposals as a device for the regulation of urban transformation and experiments with the use of the plan and the design for the management of an intense guiding project expanded to encompass many different territorial realities and themes. To this end, it maximizes its strategic nature and capacity to generate precise and specific actions on the territory.
