The definition of an adequate strategic framework on the territorial scale necessarily entails the creation of a cogent fact-finding component capable of capturing and representing the essential peculiarities of a territory. The drafting of the latter is in fact, and above all in the territorial planning of a vast area, a fundamental and indispensable step for the identification of planning themes with the strength and capacity to express an objective and a clear and unequivocal strategy for a territory of provincial scale. Based on this principle, the updating of the fact-finding component of the provincial territorial plan of the province of Novara involved a precise reading of the territory making it easy to understand and manage its peculiar characteristics. All the constituent elements were observed in detail, not only in physical terms but also from the social, economic and normative viewpoints. From the regional and interregional scale down to the provincial level, the various norms that discipline the management of territory were reconstructed together with the characteristics of the infrastructural system in all its components, defining their hierarchical order, the components of the environmental system, identifying in detail all the environmental constraints and assets that constitute the natural structure of the province, and the peculiarities of the socio-economic and settlement structure, all with a view to constructing a global and all-inclusive analytical and fact-finding framework of support in devising suitable strategies of territorial development.
Great strategic importance attaches to the upgrading of maps. The adaptation of the territorial plan is based on a strong and direct relationship with the municipalities in a territory where the implementation of provisions proves very difficult precisely due to the existence of various levels of rules and regulations. The instrument produced is thus designed as a map of action in close contact with the activity of ordinary municipal planning and of support for the coordination that only the large scale can exercise. The design of the tables thus assumes a strongly strategic character, capable in the completeness of the information found and presented of selecting themes and viable projects ready for use around which it is possible to build up agreement amongst the parties involved. Only in this way is the potential of the tool expressed and evident. At the very moment when the role of the province seems to be unclear, the instrument has been developed to give renewed strength to the components of design, order and management of phenomena that coordination can provide in a particular region like Piedmont, where the framework of planning and instrumentation dates from different periods and no longer corresponds to the present-day conformation of the territory. In addition, the strength and courage of the instrument as regards the coordination of planning and decision making for the territory are clearly evident.
