A cluster of houses around a small historical centre of agricultural appearance and a few firms along the main highway linking up with the rest of the province, Pognano stands in the centre of a section of the agricultural and industrial plain. The first question regards the advisability of planning for a territory of this size without reference to the surrounding contexts and the nature of a territorial management plan for a context structured in this way. In the absence of actions and instruments more suitable to address the proximity of small towns and territories with low settlement density, the possibility emerges of provisions and actions that are not confined to the specific context of the town in connection with certain issues. The impossibility of broader and more fruitful planning scenarios is compensated for by the stimulus of working on themes that can involve other contexts. The road system and the imbalance between the level of service that the provincial highway can provide for the industrial sphere and its negative impact on the town’s residential system are central themes precisely in this dual perspective of action to solve small problems of local circulation and the observation of phenomena on a broader scale. The safeguarding of the agricultural production system makes it possible for the concerns established on the territory to continue their activities without the threat of particular transformations but also raises the question of connections between the agricultural spheres of different territories and municipalities.

The plan thus adopts a broad-scale approach even to the problems of such a small context while working in operative terms as an authentic tool for action at the territorial level. Two key issues connected with this broader perspective are addressed in detail, namely redevelopment of the historical centre (where the proportion of disused buildings is very high, not least as a result of separation from the agricultural context by recent residential expansion) and the construction of a ring road to bypass the settlement system. Combining operative rules and procedures for the redevelopment of original structures in the historical centre and provisions for the completion and reorganization of the road system, the plan lays down a schedule of operations and mechanisms for identifying both the required sources of funds and the parties to be involved in the direct implementation of provisions. Demonstrating that a plan can operate correctly if it embeds its operations in a scenario of supra-local legitimization, whatever the local reality may be, it then addresses them technically in depth to ensure their implementation within its temporal horizons.
