The impossibility of broader and more fruitful planning scenarios is compensated for by the stimulus of working on themes that can involve other contexts. The road system and the imbalance between the level of service that the provincial highway can provide for the industrial sphere and its negative impact on the town’s residential system are central themes precisely in this dual perspective of action to solve small problems of local circulation and the observation of phenomena on a broader scale. The safeguarding of the agricultural production system makes it possible for the concerns established on the territory to continue their activities without the threat of particular transformations but also raises the question of connections between the agricultural spheres of different territories and municipalities.
The plan thus adopts a broad-scale approach even to the problems of such a small context while working in operative terms as an authentic tool for action at the territorial level. Two key issues connected with this broader perspective are addressed in detail, namely redevelopment of the historical centre (where the proportion of disused buildings is very high, not least as a result of separation from the agricultural context by recent residential expansion) and the construction of a ring road to bypass the settlement system.
