The guidelines drawn up constitute a manual of operations to improve the landscaping and environmental quality of infrastructures in the Puglia region in connection with the drafting of its territorial landscape plan (TLP). The purpose of the guidelines is to give the TLP a guiding role for the tools of implementation hierarchically subordinate to it, identifying all the actions and components that should be taken into consideration in order to endow the region’s existing and planned infrastructures with landscaping and environmental quality. The project decided to maximize the planning and operative component of the guidelines. The risk of supra-ordinate instruments is failure to make sufficient impact on the territory and thus be disregarded in small-scale, everyday operations through distraction caused by an excess of problems or local influences. For this reason, and in order to draw attention to the instrument produced, the plan provides a wealth of instructions, suggestions for planning, designs and solutions for local contexts to use directly in the construction of roads. Above all, it expands the project’s sphere with provisions, schemes and designs that also affect the territory surrounding the infrastructures, thus shifting attention from the individual road to the composition of the territory around it, and working on the composition of territorial typologies as a specific object of the project.
The project thus envisages two systems of reading. The first, Infrastructural Typologies, regards the identification of ten infrastructural categories capable of interpreting the historical, cultural, residential, morphological, environmental and settlement characteristics of the contexts involved as well as the objectives of quality to be attained in the work of upgrading. The second, Territorial Morphologies, regards recurrent and recognizable systems of networks, settlements and environments characterizing the various parts of the landscape of the Puglia region. The territorial interpretation thus defined made it possible to draw up guidelines, actions, operations and projects for deployment point by point on the individual functional landscape profiles recognized or jointly all along the infrastructural axis. The toolkit offered makes it possible to provide an active instrument of support for territorial planning decisions of use in the dissemination on the territory and in territorial practices of a synoptic planning technique capable of enhancing the landscape and rethinking the connective role of infrastructures in territorial systems.
