As in other contexts, the drawing up of the Territorial Management Plan for Verano Brianza was followed by the Urban Traffic Plan, thus identifying the tool to give concrete shape to the provisions for reorganization of the town’s urban spheres and to pursue objectives of urban quality.
The major artery of the provincial highway runs by Verano, touching its settlement fabric on the west and north sides. No fewer than two access points make it possible to use this artery also for northsouth movements and avoid going through the municipal fabric, but this does not
happen. The main road, classed as a priority provincial highway before the construction of the bypass, runs through the most consolidated territory, passes close to the historical centre, and touches upon all of the town’s major services.
It could be seen as a vital backbone of support for the town’s strategic activities, but this is prevented by the interference of too many demands expressed by too many users. The road along the valley of the river Lambro could be a green artery for use of the valley, but this is prevented by the presence of a factory whose heavy lorries are a plague on the road. The plan works on all these potentialities, discovering that the quick but short-lived development experienced by many of these contexts has not even resulted in a road system of sufficient geometric breadth to accommodate functions, uses and users in ever greater numbers with increasingly specialized and differentiated requirements. Working on the overall geometry of the network and its precise design, the plan immediately identifies a hierarchy making it possible to take full advantage of the characteristics of all the roads.

On the one hand, it envisages strengthening the two access points to the major traffic artery, thus favouring its use also for internal purposes. On the other, the main road is seen as vital and capable of supporting the town’s strategic functions while providing access to the various sectors into which it is divided. The road is redesigned, rethought and reshaped as a central backbone, traffic is regulated but not eliminated, and the system of the functions is made accessible with greater rationality. Greater attention can thus be focused on pedestrian use of the historical centre, freed from the weight of some through traffic that the main road can instead absorb. The plan has also been used as a tool to resolve the incompatibility of the presence of a factory on the road by the river Lambro.
Since the aim is to enhance the environmental value of the axis of the river, fostering the integration of green areas with the previous industrial and agricultural settlement system, a series of traffic-calming measures are envisaged with policies to mediate between the presence of a factory and the municipal desire to use the artery in a different way so as to ensure maximization of the area’s environmental value. The plan thus serves as a channel of dialogue and mediation between different parties, illustrating alternative scenarios, building up consensus on the solutions, and taking responsibility for their implementation.
